Public Security Station, Brčko

From 3 May 1992 to January 1993, the Public Security Station (SJB) in Brčko was used as a detention facility for Bosniak and Croat prisoners of war and civilians and was run by Serb paramilitary units and VRS. The Public Security Station was used as a transit centre, where captured and detained persons were held at the SJB offices in harsh and inhumane conditions. The abuse of prisoners mainly took place in notorious cell no. 13, where they were subjected to interrogations regularly accompanied by beatings and abuse. The prisoners were also subjected to forced labour and forcible displacement, and five people were killed. Most of the prisoners were transferred to the Luka detention facility in Brčko and the Batković detention facility near Bijeljina.

The International Criminal Tribunal for the former Yugoslavia (ICTY) convicted Momčilo Krajišnik, the wartime speaker of the National Assembly of Republika Srpska, for war crimes committed in Brčko, under the doctrine of command responsibility, and sentenced him to 20 years in prison. Biljana Plavšić, wartime member of the Presidency of Republika Srpska, was sentenced to 11 years in prison. Radovan Karadžić, as the president of Republika Srpska and commander in chief of its armed forces, was sentenced to life imprisonment. On 5 July 2001, Goran Jelisić was convicted by the ICTY for crimes committed in the territory of Brčko and sentenced to 40 years in prison. Pero Rikanović was convicted before the Appellate Court of the Brčko District of BiH for war crimes against prisoners of war and against the civilian population and sentenced to five and a half years in prison. Monika Karan-Ilić was convicted by the Appellate Court of the Brčko District of BiH on account of her participation in the torture and inhumane treatment of prisoners at SJB Brčko, and she was sentenced to two and a half years in prison.
